14.20 - Panel 3 - Wind as part of an integrated energy and industrial policy

The development of wind power offers a unique opportunity for economic development in some of the ‘semi arid’ areas of the North East of Brazil. The region also has a strong inverse relationship between wind and hydro resources, supporting the case for using both forms of energy in tandem. As the North Eastern states invest in wind to supply energy for use in the South of Brazil, a parallel opportunity has emerged to build a manufacturing industry in the North East, which will also contribute to job creation and regional economic development.

Themes to be addressed will include:

  • Issues arising from using the wind power industry as a vehicle for economic development – and implications for energy policy generally
  • The role of Brazil’s development banks in providing reduced interest rates for financing wind power development
  • Comparisons with policy in other countries, including fellow ‘brics’, India and China, and Europe

16.05 - Panel 4 - Building Brazil’s Wind Manufacturing Industry

The previous session touched upon how manufacturing hubs are being created, especially in the North East, while Day 2 of BWEC 2012 will cover in more depth developments in specific states. This session will focus on the big picture in terms of the manufacturing industry, including technology developments in the Brazilian wind industry.

Themes to be addressed include:

  • The potential for the wind manufacturing industry and related supply chain to contribute to the Brazilian economy (specifically in the North East)
  • The demand drivers for this new manufacturing industry – both domestically and as an export industry
  • Attracting inward investment from global wind equipment companies (including the role of attractive financial incentives in terms of BNDES/BNS loans)
  • The policies needed to train a qualified workforce for this new industry – and to attract/retain personnel to/in the North East
  • The opportunity for Brazil to develop proprietary technology for the wind industry – taking into account its specific needs/opportunities
  • The potential to adapt existing expertise from large Brazilian industrial companies
  • Intellectual property issues
  • The importance of a diversified customer base for manufacturers
